Beyond embassies and consulates

Germany hosts UN bodies, European institutions and other recognised international organisations. Their eligible staff may have insurance and registration needs that differ from those of ordinary private customers.

Your employer, protocol status and vehicle registration determine which options can be considered. A special registration is never automatic; the competent German authorities make the official decision.

Situations we can review

  • Official or privately owned vehicles
  • Regular or special German registration
  • Vehicles already in Germany or being imported
  • Foreign claims-free insurance history
  • Leased, financed and privately owned cars

Registration in Germany

Diplomatic and organisational special registrations

Some vehicles connected with international organisations are registered with a special number. The format depends on the organisation, the holder’s status and the responsible registration authority.

Example format

0 – code – number

May be used for qualifying vehicles with diplomatic status. The organisation code identifies the mission or international organisation.

Example format

B – code – number

Berlin-issued special registrations may apply to qualifying members of certain international organisations.

Example format

BN – code – number

Bonn-issued special registrations may apply to qualifying members of international organisations based in the Bonn area.

The formats above are a simplified orientation, not an eligibility decision. Current rules and organisation codes are published in the Federal Foreign Office protocol guidelines ↗.

Clear terminology

German car-insurance cover in English

We use the English meaning first and show the German insurance term in brackets, so you know exactly what is being discussed.

Mandatory

Motor liability (Kfz-Haftpflicht)

Covers justified third-party claims if the insured vehicle causes injury, property damage or certain financial losses. It does not cover damage to your own vehicle.

Optional

Partial comprehensive (Teilkasko)

Can cover defined risks to your own vehicle such as theft, glass breakage and certain natural hazards, depending on the tariff.

Optional

Fully comprehensive (Vollkasko)

Usually includes partial comprehensive and can also cover accidental damage to your own vehicle and vandalism, subject to the policy terms.

Exact cover, acceptance, premium and deductibles depend on the insurer, tariff, vehicle and individual risk details.

Quote preparation

What information is helpful?

You can request a quote even if the final registration number is not yet known.

  • Name of your organisation
  • Your position and protocol status
  • Expected registration type, if known
  • Vehicle make, model and value
  • Annual mileage and driver details
  • Previous no-claims certificate

Vehicle import or relocation?

If the car is coming from another country, tell us its current registration, ownership and planned German registration date. We will identify what further information is needed for the insurance enquiry.

Please do not send passport, diplomatic-ID or protocol-card numbers through the website form.

Frequently asked questions

Who can request a quote?

Employees and officials of international organisations in Germany can submit an enquiry. Eligibility, cover and terms depend on individual status and the insurer’s underwriting rules.

Can you insure a vehicle with a 0, B or BN special registration?

Please send us the organisation, protocol status and registration type. Whether a vehicle qualifies for a special registration is decided by the competent authorities; insurance acceptance depends on the insurer and tariff.

Can foreign no-claims history be considered?

Possibly. Recognition depends on the insurer and the evidence supplied. An official claims-history certificate showing the insurance period and claims record is helpful.

Do I need to know my future registration number?

No. You can request a quote before the registration number has been assigned.

What is an eVB number required for vehicle registration?

The eVB (electronic insurance confirmation) is a seven-character code issued by a motor insurer. It electronically proves motor liability cover to the registration authority. It is required for registration, but is neither the insurance policy itself nor a guarantee that registration will be granted.

Do diplomatic registration plates require a special eVB number?

Yes. Diplomatic and authority registration plates require a special eVB that the insurer has expressly designated for an authority registration plate. A normal eVB for private registration is not sufficient. Please therefore state the planned plate type, for example 0, B or BN, when making your enquiry.

How do I obtain an eVB number for an authority or diplomatic registration plate?

You receive the eVB required for an authority or diplomatic registration plate from us. Before registration, send us the keeper and vehicle details, the mission or organisation, protocol status and intended plate type. After checking the information, we provide the number that the insurer has correctly designated as an authority eVB. The competent authorities continue to decide eligibility for the special plate.

Are insurance premiums for diplomats exempt from insurance tax?

An exemption applies only where reciprocity is granted. Under section 2.5.3 of the German Federal Foreign Office Protocol Guidelines, diplomatic missions, career consular posts and their posted foreign members are then exempt from insurance tax (section 4(1) no. 8 VersStG). Reciprocity with the relevant country is checked against the current reciprocity list available from the GDV. The insurer will require suitable evidence of status. Current GDV reciprocity list
