How car insurance works in Germany

Every vehicle used on public roads needs motor third-party liability cover. For your own vehicle you can add partial or fully comprehensive insurance.

1

Motor liability (German term: “Kfz-Haftpflicht”)

Mandatory cover for justified third-party claims when the insured vehicle causes personal injury, property damage or certain financial losses.

2

Partial comprehensive (German term: “Teilkasko”)

Optional cover for defined risks to your own vehicle, for example theft, glass damage and certain natural hazards, depending on the tariff.

3

Fully comprehensive (German term: “Vollkasko”)

Usually includes partial comprehensive cover and can additionally cover accidental damage to your own vehicle and vandalism, subject to policy terms and deductible.

What the three cover levels actually mean

The right level of protection depends on the vehicle, financing, deductible and your personal risk preference. The exact benefits always depend on the selected insurer, tariff and policy wording.

Motor liability

Pays justified third-party claims for bodily injury, property damage and covered financial loss caused with the insured vehicle. It is mandatory in Germany and does not pay for damage to your own vehicle.

Partial comprehensive

Optional protection for defined events affecting your own vehicle. Typical insured risks can include theft, fire, glass breakage, storm or hail and certain animal-related damage, depending on the tariff.

Fully comprehensive

Usually includes partial comprehensive cover and can additionally cover accidental collision damage to your own vehicle and vandalism. It is often considered for newer, higher-value, leased or financed cars.

Deductible & tariff choice

A deductible can reduce the premium but increases the amount you pay yourself after an insured loss. Vehicle value, annual mileage, driver group, registration area and no-claims history also influence the quotation.

Important: These are general explanations, not a promise of cover. The insurer’s quotation and the applicable insurance conditions determine the actual scope.

What influences the premium?

German insurers calculate premiums using several risk factors. The exact weighting varies by insurer and tariff.

No-claims history from Maldives

If you were previously insured in Maldives, an official claims-history or no-claims certificate can be important. Recognition is not automatic: it depends on the insurer, tariff and evidence supplied.

Ideally the certificate shows your full name, insurance period, policy or vehicle, and the number of claims or a clear confirmation that no claims occurred.

Frequently asked questions

Is motor liability insurance mandatory in Germany?

Yes. Motor third-party liability insurance is required before a vehicle can normally be registered and used on public roads in Germany.

Can a foreign no-claims certificate be recognised?

Possibly. Recognition depends on the insurer and the evidence. Please provide an official claims-history certificate if available.

What is the difference between partial comprehensive insurance and fully comprehensive insurance?

partial comprehensive insurance covers defined risks such as theft or glass damage. fully comprehensive insurance usually includes partial comprehensive insurance and can also cover accidental damage to your own vehicle and vandalism.

Does annual mileage affect the premium?

Yes. Expected annual mileage is a common tariff factor and should be stated realistically.

Can embassy or consulate employees request a quote even if they are not diplomats?

Yes. The service is also intended for eligible embassy, consulate and mission staff.

What is an eVB number required for vehicle registration?

The eVB (electronic insurance confirmation) is a seven-character code issued by a motor insurer. It electronically proves motor liability cover to the registration authority. It is required for registration, but is neither the insurance policy itself nor a guarantee that registration will be granted.

Do diplomatic registration plates require a special eVB number?

Yes. Diplomatic and authority registration plates require a special eVB that the insurer has expressly designated for an authority registration plate. A normal eVB for private registration is not sufficient. Please therefore state the planned plate type, for example 0, B or BN, when making your enquiry.

How do I obtain an eVB number for an authority or diplomatic registration plate?

You receive the eVB required for an authority or diplomatic registration plate from us. Before registration, send us the keeper and vehicle details, the mission or organisation, protocol status and intended plate type. After checking the information, we provide the number that the insurer has correctly designated as an authority eVB. The competent authorities continue to decide eligibility for the special plate.

Are insurance premiums for diplomats exempt from insurance tax?

An exemption applies only where reciprocity is granted. Under section 2.5.3 of the German Federal Foreign Office Protocol Guidelines, diplomatic missions, career consular posts and their posted foreign members are then exempt from insurance tax (section 4(1) no. 8 VersStG). Reciprocity with the relevant country is checked against the current reciprocity list available from the GDV. The insurer will require suitable evidence of status. Current GDV reciprocity list
